Additional Child Care Subsidy (ACCS)

The Additional Child Care Subsidy (ACCS) provides extra help with the cost of early childhood education and care to families facing difficult or challenging circumstances. ACCS is paid to providers to pass on to families as a fee reduction.


In OWNA, you have the ability to:

  • Query Percentages
  • Submit and manage Certificates
  • Submit and manage Determinations
  • Advise that a child is no longer at risk

Query Percentages

Queries help to determine whether to submit a certificate or determination application.
  • Using only the date will return a generic result for your centre, while selecting a particular child will give you a targeted result.

Certificates

You can give a family immediate access to ACCS child wellbeing with a certificate for up to 6 weeks, per child, each year.

Create New Certificate

  1. Go to the Certificates tab
  2. Click on the New button in the top right corner
  3. Fill out all mandatory fields
  4. Click Add Supporting Document to upload/attach files* (this can be done multiple times) 
  5. Click Create Certificate

*Note: Files used to upload must be in a PDF or JPG format.

Manage Certificates

To find existing certificates:

  1. Enter the start date, submission date, certificate ID or child name
  2. Click Get Report

Actions:

  • Update State/Territory
  • Upload Additional Documents
  • Cancel Certificate (current only)

Determinations

If a child will be at risk for longer than 6 weeks, you can apply for a determination. A determination gives families access to the subsidy for up to 13 weeks at a time.
You can apply for a determination of up to 52 weeks at a time if the child is:
  • in formal foster care
  • in a formal kinship care arrangement
  • on a long-term protection order.

Create New Determination

  1. Go to the Determinations tab
  2. Click on the New button in the top right corner
  3. Fill out all mandatory fields
  4. Click Add Supporting Document to upload/attach files (this can be done multiple times)
  5. Click Create Determination

Manage Determinations

To find existing determinations:

  1. Enter the start date, determination ID or child name
  2. Click Get Report

Actions:

  • Update State/Territory
  • Upload Additional Documents
  • No Longer at Risk (current only) 

Advise Child No Longer At Risk

  1. Click on  Advise Child No Longer at Risk in the quick links
  2. Fill out all mandatory fields
  3. Click Advise Child No Longer At Risk

Troubleshooting Errors


Error: Invalid format: AREA CODE (valid area codes: 02 / 03 / 07 / 08 / 13 / 18)

Troubleshoot: The state person contact needs an area code.


Error: Active content in object blocked; rule violation "Active content (OpenAction) found in PDF

Troubleshoot: Take a screenshot of the PDF and save it in another format, such as PNG.


Error: 6 weeks of Certificate have not been exhausted for the Child in the last 12 months.

Troubleshoot: Create a certificate. A 6-week certificate is required once every 12 months.


Error: Certificate already exists for the child/service combination from [date] to [date]

Troubleshoot: A certificate for the "certificate start date" entered may already exist. To check the existing certificate, go to CCSS > ACCS > Certificates (tab) > select child's name > get report.


Error: The supporting document type ACC002 is mandatory for Determinations greater than 13 weeks.

Troubleshoot: When creating the determination, press "Add Supporting Document" and select document type "ACC002 - ACCS Child Well Being Evidence".
